That's a great question.  When people just take things that they want, it shows you what they want, but they aren't purposefully communicating their desire to you.  They're just acting on their own behalf to get what they want (which is perfectly natural behavior).  Someone who can touch/tap what they want TO ASK YOU to give it to them is communicating their desire to you.  So it's more sophisticated behavior than simply acting on an object (as opposed to acting on a person).  If you are trying to encourage communication (as opposed to direct action on objects)  you may set up the need to communicate to you.  You could present choices of items far enough away from the individual that they can't take an object themselves.  Then they must point or reach toward or tap something to communicate their desire to you.
